Never considered a ‘bright-spark’ or ‘promising protégé’, Bailey was neither mentored nor fast-tracked. She has become formidable, battle by battle, favour by favour, vote by vote. Bailey knows where all the bodies are buried – one or two she even put in the ground herself.
